James Elbert McMillan was born on 9 March 1921, the son of Oscar H. McMillan and Carrie Ruth Milliken. His father died in 1927. His mother remarried in 1940 to Robert Cleburne (R.C.) Cate. He was the husband of Wilma Louise Holloway and father of Nancy Louise McMillan. His brother S1C Harrison McMillan was reported missing in action in 1942. Their last names were also spelled as McMillen or McMillion.
He Died 17 March 1945. Pvt McMillan was returned from Iwo Jima. He is buried at the Chattanooga National Cemetery, Y, 308.

The body of Pvt. James E. McMillan, who was killed in action on Iwo Jima, has arrived at San Francisco, his wife has been notified by the War Department. It is expected to reach Chattanooga within the next two weeks. McMillan is the son of Mrs. R.C. Cates of Chattanooga. His brothers are Raymond, G.W. and Eugene McMillan. A fourth brother, Harrison McMillan, was lost at sea while aboard the USS Sims. McMillan served with the fifth Marine Division. His wife and daughter, Nancy Louise, 7, reside at 1411 Arlington Avenue. The body will be at Coulter Funeral Home and burial will be in National Cemetery.
