William Melvin Payne was born on 29 October 1891, North Carolina, son of Mary Payne. Prior to joining the war, he was employed as a farm hand. He died of broncho pneumonia on 27 October 1918. He died at the age of 24.
PFC Payne is buried at Laws Chapel Cemetery, Blount County, Tennessee.
