William Edwin Neil was the son of James Clifton Neil and Nora Elva Wexler. His brother Alvin W. Neil also served in the U.S. Navy.
He served on the USS Rowan (DD405). The USS Rowan was torpedoed and sunk in the Mediterranean. William Neil was officially declared dead on 12 September 1944.
Memorialized at Sicily-Rome American Cemetery, Nettuno, Italy. He also has a memorial stone in the Oak Hill Cemetery, Kingsport, TN (Section D).
