Corporal William Elmer Haggard of Powell was born on August 16, 1949. His tour in Vietnam began on July 10, 1969. He served as a Machine Gunner with L Company, 3rd Battalion, 5th Marines, 1st Marine Division. He was wounded in action on January 19, 1970. He died from multiple fragmentation wounds on January 21, 1970 in Quang Nam, South Vietnam.
