Rufus Andy Potter was born 4 February 1889, Shouns, Johnson County, Tennessee to Otha Potter and Martha M. Howard. He was killed in action on 11 November 1918 during the Meuse Argonne Offensive.

Pvt Potter was initially buried at Argonne American Cemetery, Romagne-sous-Montfaucon, Meuse, France. Reinterred September 15, 1921 at Arlington National Cemetery, Virginia, European, 2834.
