Orville Tracy Mitchell was born in Johnson City, Washington County, TN to Charles G. Mitchell and Anna F. Miller. He enlisted in the United States Army on 24 May 1918 and trained at Camp Pike, Arkansas and Camp Dix. He sailed to Europe 3 August 1918.

He was killed in action in France at age 31 and is buried in Oak Hill Cemetery in Johnson City.
