Joseph Edward Payne was born on 1 February 1924 in Pueblo, Colorado to George Thomas Payne and Ada Louise Gouge.
Died non battle on 20 October 1945. He was killed when his car plunged over an enbankment near the junction of the Kamuela-Kohala and Kawaihae Road in Hawaii.
