John Chester Dugger was born in Knoxville, Tennessee, the son of Julius Ceaser Dugger and Malinda Emmaline Ford. Husband of Grace Gentry Dugger, father of Lula M. Dugger.
Pvt Dugger died in Fort McClellan, Alabama.

Pvt. John C. Dugger, employe of the Cotton Lunchroom, Maryville, who left last Wednesday for Fort McClellan, Ala., died there yesterday at 10 a.m., relatives here were informed. He was 41. His home was in Maryville. The body will be brought to Knoxville and taken to Weaver’s Funeral Home pending funeral announcement. His death was reported due to a heart condition. Surviving are a daughter, Miss Lula Mae Dugger; four brothers, Russell Dugger of Powell Station, Ben Harrison Dugger of the U.S. Army Medical Corps, Salt Lake City, Utah, Raymond Dugger, Military Police, New York; Hubert L. Dugger, Powell Station; three sisters, Mrs. Delsie Caldwell of Inskip, Mrs. Willa Mae Cooper and Mrs. Margaret Setters, both of Powell Station.
