James William Ragan was born in Boone, North Carolina, 3 July 1890, son of Jesse Smith Ragan and Tilda Minton. He joined the Army at the age of 27. He was killed in action on 8 October 1918 in France.

Pvt Ragan is buried at Paperville Cemetery, Sullivan County, Tennessee.
