James Harold Tanner was born on 27 November 1923 in South Pittsburgh, Tennessee to James Brice Tanner and Mabel Taphorn. He was married to Patsy Ruth Magee.

He served during World War II and was promoted to Corporal somewhere in the South Pacific in 1944.
