James Edward Phillips was born in Paint Rock, Tennessee. He was the son of Emily Phillips. He married Adrie Mae West on 26 December 1942.  He entered the service on February 24, 1942, being sent to Fort Oglethorpe, Ga., from there to Camp Wheeler, Ga., and then to North Africa and to Italy and on to France.
