James Franklin Barnes was born on 18 June 1894 in Cleveland, Tennessee, son of Jefferson D. Barnes and Sarah “Sallie”E. Bell. He enlisted 13 August 1917 at the Navy recruiting station at Nashville, TN. He died at the Naval Hospital, Philadelphia, PA, of influenza, 24 September 1918 at the age of 23.
