Eugene Douglas Kelly  was born at Chattanooga Valley, Walker County, Georgia, the son of Edgar Elijah Kelly (also spelled as Kelley) and Fay Newby. He had two older sister, Bonnie Lee Kelley and Lydia Louise Kelly; and two younger brothers, Tom Franklin Kelley and David Henry Kelley and a younger sister Betty Jewel Kelley.

He enlisted on 29 October 1942 at Fort Mcpherson Atlanta in Georgia.
