Deblanc Ramsey was born on 8 February 1921 in Ducktown, Tennessee, the son of Joseph Johnson “Joe” Ramsey and William Emma Bates.

PFC Ramsey served in the European theatre in Normandy, Northern France, and Rhineland. He was wounded in action on October 2, 1944 and died of his wounds October 5, 1944. He was initially buried at the American War Cemetery, Henri-Chapelle in Belgium. Buried at Chattanooga National Cemetery, Y, 270.
